WHATS THE DIFFERENCE BETWEEN A BLACKOUT AND A BLACKOUT/BUILD-OUT BAG?

Tool and Meter panels are included when you purchase the Blackout version. The Blackout Build-Out version requires you to purchase any two panels you want. Both allow you to purchase any additional panels for various configurations and maximum flexibility to handle any job.
